How to tag such a restriction? Parking zones for those who have a permit (issued by the local administration (townhall, city council, whatever)).

In the wiki I found something only about disability permits.

access=private or access=customers perhaps? That doesn't seem too clear for me, and too restrictive in a way.

I would go for access=private. The access page states

private Only with permission of the owner on an individual basis

In this case the owner is the city and it gives permission on an individual basis (e.g issuing a permit).

Hi bubalici, you’re looking for access:permit=yes but there’s no such key, strange however the next is permissive, but that is vehicle based. My advice is don’t tag it, leave the control of infringers to the authorities, so stay to access=no, or other necessary tags to describe what is not allowed. The inhabitants will know the rules and show or display their permit. There is almost anywhere a different kind of permit around for an exception like work related vehicles.
