Is it possible to view the details of a GPS track either in ID or JOSM? I'm trying to see more details about the track and the uploader but can't seem to select it in either editor.

That only works, by design, for traces which have been uploaded with a "Identifiable" or "Public" visibility setting.

In JOSM you can find out the user who uploaded a track via the "Choose Track Visibility" window. In one column it provides the URL of a trace (which itself and its target page contains the username). In the other column it shows more info. And my showing only one trace it is possible to easily follow it. Via the URL you also could download the raw gpx file of the trace. Still, you need to try out which trace in the list is your target trace (you cannot click a trace in the map view) – e.g. by downloading only a tiny section which only contains the trace you are interested in.

For iD: I am quite sure that you cannot find that out because the traces in iD are just images (it is a tiled gps traces map).
