I want to change existing streets in the Netherlands in to a cycle path even though cars still may use them. So streets are primarily for cyclists and cars can use them. It would be easier to give a reasonable answer if you could provide a link to the relevant traffic signs. Germany has something along such lines http://wiki.openstreetmap.org/wiki/Key:bicycle_road (which would however require a motorcar=yes or similar to allow cars).
