You clearly could produce something yourself with for example http://wiki.openstreetmap.org/wiki/OSM_History_Renderer You should however note that the data for 2000 is the degenerate case and will not take a lot of work to convert. answered 15 Dec '14, 15:14 SimonPoole ♦ 3
I believe Simon forgot some irony tags in his reply. OSM was founded on 1 July 2004. An OSM base layer for 2000 will be quite easy to create: it's simply white space.
