Prevencion incendios p.e. en Asturias

Me gustaria crear un mapa online de Asturias donde cualquier persona puede dibujar regiones donde hay monte alto o bosque con el fin de poder analizar el actual peligro de propagacion de posibles incendios. No se si estoy aqui en el sitio equivocado. Ruego que me ayuden en mi tarea.
