To try help you, it would help to understand what you mean and what you think OSM is. To clarify your understanding reading https://wiki.openstreetmap.org/wiki/About and https://wiki.openstreetmap.org/wiki/Use_OpenStreetMap may help.

What is "the map" for you?

What is "the OSM plataform" for you? Could you describe what you mean by "become almost complete"?

the map is the cartography I will publish on line. The OSM plataform is the data base of OSM. And I want to use this data base but only publish the sound map of a certain area when this is finishing , and so, to open for contribuition.

It sounds like you want to create "your own map" incorporating OpenStreetMap data and not "update the map". There are a few options available (assuming you want some sort of web-based map similar to the maps displayed on the OpenStreetMap website. One is to use "uMap" (see this previous question). Switch2osm also has a "using tiles" section - the Leaflet examples there might be useful. Another option might be to use TileMill.
