I just started playing with OSM last night for the first time, I played with both versions of Potlatch, as well as various software editors. The result of all this meddling around and not reading warnings apparently got caused me to exceed the bandwidth limit. I now have a planet file downloading via bittorrent, but I'm still curious about the penalty for exceeding the bandwidth limit, is my account permanently blocked, or will this block expire after a certain amount of time?

It will expire automatically - it is just based on a rolling average essentially so as that decays you will find you are able to download data again.
