place=suburb ou neighbourhood?

Estou criando relações para delimitação de bairro e estou em dúvida na etiqueta "place".
Qual o atributo que é correto, place=suburb ou place=neighbourhood?

Considerando para a relação o seguinte:
1. admin_level: 10;
2. boundary: administrative;
3. name: "XYZ";
4. type: boundary.
