When zooming out objects become smaller and thinner. At some point, to avoid messy images, the renderer ignores small and thin objects or area fragments. While some rendering models ignore land objects (islands, peninsulas ... e.g. Finnish islands), like here https://www.openstreetmap.org/#map=4/59.91/13.18 others ignore water objects (tiny lakes, channels ... maybe by enlarging the land objects), like here https://www.openstreetmap.org/#map=4/59.91/13.18&layers=T. Why should any of these two layers be incorrect? They have different rendering preferences.
