I need to create administrative boundaries, and specifically will need the OSM Relation ID.

As I have seen posts here where it states NOT to create administrative boundaries if you have no experience (or even attempt to), does a list of JOSM developers exist or can someone recommend someone or a firm that could be hired to create administrative boundary relations? Thanks.

It sounds like you don't want developers of JOSM but instead users of it who are familiar with creating administrative boundaries.

In which area are you where the administrative boundaries are missing or wrong? There may be mappers in the country (or elsewhere) able to help.

There are regular meetings of OpenStreetMap folks in Toronto, Windsor and Ottawa. Some less-regular meetings in other cities. Look for MappyHour YourCityName on a search engine to find a group of locals you can meet with for peer coaching. Or email me directly.

Also, check the Canadian mailing list, in English or en français.

Or a local Meetup Group for OpenStreetMap
