The Potlatch2 editor will repeat the last tags but pressing R. Select a segment that is tagged, or tag it, select the next segment (to highlight it) and press R, you will see the last tags are copied over.

Right, although one needs to take care, as this edits all tags and not only the "name" as asked in the question.

Same works for JOSM (Shift+R with utilsplugin2).

Changing (the tags of) multiple street segments is a special case of changing multiple objects in general. See these previous questions:

Depending on which editor you use there may be a feature to semiautomatically select multiple segments of a street with the same name (I know of such a feature in JOSM's plugins, IIRC). But that just eases the multiple selection.

No plugin needed, that's part of the standard search function.
