How do I select two ways without making them one? How do I make a turn restriction after that step? And do I need to download anything to do what I'm asking to do or can I do it in OpenStreetMap?

In Potlatch 2 (hover over the 'Edit' tab and select Potlatch 2), you select two ways by control-clicking (or command if you're on a Mac).

But if you're creating a turn restriction, you don't want to do that anyway.

Select the node where the roads meet. Make sure that the ways end at this node - you can't create a restriction if the ways don't end there. Press Enter just to make sure you're not in 'extend the way' mode.

Click 'Restrictions' on the left. Using the menus, choose the road that you're not allowed to turn from; the road you're not allowed to turn to; and the type of restriction.

Hey presto. You have a turn restriction.
