I don't seem to be able to up-vote comments. What karma is needed for it?

You can test it on this comment. I would have thought that all logged in users could up vote comments too.

https://help.openstreetmap.org/faq/ mentions a few karma thresholds, but not for comment upvotes.

OK, I was looking for the button on the left, as in SE, and didn't notice it on the right. Thanks everyone.

The up-vote is possible with low karma (exact threshold unknown but for sure below 150). The button is located, unlike in StackExchange) to the right from the comment, next to comment author's name.

for into: SomeoneElse2's karma is, at this time 141 you can see anyone's reputation history by clicking on their name and reputation history.
