To whom it may concern with OSM license,

Hello. I'm Changhyun Kim, a researcher.

I have some questions about the license issues.

We are now suppposed to develope a system using OpenStreetMap and have questions about license fees for both research respect and commercial product respect. If there are license fees or rules, (eg. free for research but fee for commercial product or just labling "ⓒ OpenStreetMap contributors" is enough.) please let us know the details.

We found that there are very rough explanation about this issue (3e and 3f)

First you have to tell us what you are actually planning to do with OSM. Will you process OSM data? Or just tiles? Who will have access to them and how? And the most important part: this is the wrong place for asking legal questions. Try to contact legal@osmfoundation.org instead.

You may want to note that Mapzen is a Samsung-funded company using OpenStreetMap data; you could perhaps contact them with your queries. https://mapzen.com/

I'd start by following the links from the copyright page here - there's a link to the full text of the licence from there too. You'll notice that there is no commercial / non-commercial split, and no "licence fees" as such - just restrictions on what you can do with the data as set out and linked from on the copyright page.
