Hi, Does anyone know the number of calls we can make per day to get maxspeed form lat,long, and from where I can get API plans for extend my daily limit?

You can't "buy a plan" from OpenStreetMap. I suggest that you talk to one or more of the commercial organisations listed here:

http://switch2osm.org/providers/

They offer services based on OpenStreetMap data and may be able to help you.

Also you can try to install an own instance of http://wiki.openstreetmap.org/wiki/Overpass_API on your own hardware where you can import a clone of OSM main database and make queries as many as you want.
