Why doesn't this trigger a slippy link at the Wikipedia article. What am I missing?

I'm not sure about the situation on WP:ET but maybe you need to add a specifc template to the article?

Links to maps in wikipedia don't show up authomatically when an object gets tagged, you need to add the coordinates on the wikipedia page, something like this line: {{coord|59.3526163|N|24.1675862|E|display=title}}

permanent link

What's the point of the tag then? Does it have anything at all to do with Wikipedia itself?

Well Alecs answer is about WP -> OSM link, so show up an Article on the general (OSM based) WP article map. But there is also a inverse direction that you tried, by applying a wikipedia=* tag to an OSM object and then WP can highlight the outline (e.g. WP Schwerin castle click on OSM logo at top right).
