For a few yoars I now work in road management of a 2000000 people, no matter its name.We have 900 roads in management, and yearly about 300-400 modification are made in town area. All the projects are in DWG format.I need to track changes and to have 'at once' a detailed view of city roads. If someone bring me a project , with DWG data in relative coordinates can i import it in my proper database?

I'm afraid I don't understand your question. Would you like to import the roads from OSM into your road database?
