be-on-road can not navigate from Chocholów 179, 34-513 Chocholów POLAND to 520, 027 12 Vitanová, Slovakia (Poland-Slovakia) using road 520 (just 7 km). Instead navivates through E77, Chyżne POLAND (42 km). It uses openstreetmap. Don't you know about border cross at road 520 (520, Suchá Hora, Słovakia - according to Google Maps 49.364807N; 19.803364E)?

Yes, OpenStreetmap knows about that border crossing. You need to talk to the provider of your routing software. I've tried routing between those locations by car using OSRM, and it worked OK.
