I am looking for a map or at least a relation of the Interoceanic Highway called "Transoceánica" between Brazil and Peru. Neither "Interoceanic" nor "Transoceánica" yielded results on OSM.

Unfortunately, it looks like you're out of luck. That part of the world seems to be poorly served in OSM right now.

Looking at this map of the Peruvian bit suggested that the main road past Lake Titicaca ought to be part of it. That's way 30617662 and while it is part of a relation, that relation seems to be a NW-SE link.

Maybe it's worth trying to contact some of the mappers who have added things in that area to see if they can suggest any other sources?

Looking at Interoceanic Highway on Wikipedia it seems to be a project that is under construction. If you can find already existing ways which are part of that highway you could create a relation for it...
