I am unaware of an Android app created by the OSM project but there are several map and navigation apps created by other projects and companies that use OSM data. Re MapFactor Navigator updates .... according to the relevant Google Play website https://play.google.com/store/apps/details?id=com.mapfactor.navigator&hl=en the "Map and app updates are free every month". Dare I suggest that you at least give Osmand https://play.google.com/store/apps/details?id=net.osmand&hl=en a try as an alternative navigation system. There will be some delay, depending upon when that new data finds it way into the App. If it is an online app that renews it data often it should not take too long, but if the App works off line you will need to refresh the data in some way.
