I was investigating this note on map http://www.openstreetmap.org/note/214250 and guessed that it was added because 'anonymous' couldn't see the name 'Heath Park' when viewing the map. Of course, I don't know what device was being used to look at the map.

The way http://www.openstreetmap.org/way/102655608 has been tagged 'leisure=park' and 'name=Heath Park' since last year. The name doesn't display on 'standard' Mapnik layer at any zoom level. It does display on Cycle Map layer. It does display on Osmand.

Should it display on 'standard' layer? Are any corrections or additions to tagging needed?

The name should display. If you look here you can see that the name normally does. I'm guessing that in your example perhaps the icon for the playground in the middle is stopping the name appearing?

The issue tracker for the "standard" stylesheet is here, so it might be worth mentioning it there, but I've no idea how solveable the problem is with current and future versions of the rendering software.
