A good place to find people who are doing OSM work for money is the wiki page List of Companies offering OSM Consulting.

You can either read the documentation on the powerfull OpenLayers javascript library.

Or you can simply use a service as cartosm.eu

Nice one, Nicolas! (re: CARTOSM) It does not answer the original question re: who the poster can hire, but it does offer an attractive alternative for someone with rudimentary HTML skills.
