Hello!

I am trying to take a current city map, download the cities street names into an excel file, then replace those street names with my own and reupload… essentially I want to use excel to change all the names on the streets to my own random list of names. Thank you!

you want to "reupload" your "random list of names" into the OSM database? Please don't. Could you please tell us what you want to do? Why? Do you want to make a fictional map for yourself? Or do you want to fix a systematic error in the names (which "random" contradicts)?

You certainly do not want to reupload your "random list of names", since then everybody would see your names on the map and not the original ones!

If you want to create your own map with changed names, load the OSM data into the JOSM editor, change the names there, save the file, and then use a local rendering software like e.g. Maperitive to make a map from that.
