I just changed these buildings to "Government Office" and they disappeared from the map. Do I change them back to the less specific, and less correct "building", or leave them as "Government Office" and correct the styles?

If its the later... how do I add a new style so these things render properly?

Just use both tags: office=government + building=yes. They have different purposes and don't exclude each other from.

Just to expand on Markus' comment, you must include the building= tag to have a building outline show up.
