Since several days I cannot download a selected map segment due to server overload. Is it a general problem?

That error also occurs if you try to download too large an area. Have a look at some of these alternatives. OSM on paper Edit: yes, not working for me either with small area.

@nevw: I have tried with a tiny BBOX (if I did no mistake) and it was also denied.

I do not have more time to investigate currently… Better answers may arrive.

See this older question error-export-load-average-on-the-server-is-too-high-at-the-moment. I am not sure if this is the same server (pdf vs. png export). But you simply could try during a low-load time.

I keep having the same problem, even with small areas!! When is a "low-load time"?

Probably never. Just use one of the alternatives documented in the export tab. For example Overpass API for which there is already a link to a working query for the current bounding box included. Can't get any easier.
