My created track just appears at close zoom in. When zoom out it disappears. Nearby tracks, added by someone else, appears at any zoom-level. What do I do, or not do, that my neighbor does?

You need to provide a link to the area or one of the tracks you added for a complete answer. But likely you are missing additional attributes (for example tracktype, surface) or the attributes indicate that the track is less important than the others nearby. Note that the track rendering on the "stadard style" map on openstreetmap.org changes recently.

It may be that your track has not got rendered at all zoom levels yet. I find on my Windows7 PC that control F5 will sometimes also clear old cached data and show my new work.
