If I use the Export tab on www.openstreetmap.org, what license are the resulting images under -- CC-BY-SA 2.0 or ODbL?

They can't be ODbL because they are not a database. So even if it is not stated clearly, I would assume that they are CC-BY-SA 2.0 just like the tiles generated in the same way.

Note that if you were to produce your own map images from OSM data, you would be free to choose any license for them as long as the attribution is somehow taken care of; for example, you could then use CC-BY 3.0 or so.
