no state tag

I just downloaded the map of Norway (http://download.geofabrik.de/europe/norway.html) and imported into nominatim.

The geocoding which I am using it for works great except that everything north of «Sør-Trøndelag» does not show <state>.

Here is nominatim’s API: http://nominatim.openstreetmap.org/reverse?lat=66.037590&lon=13.520912

It shows <state>Nordland</state>

However, mine does not: http://maps.politikontroller.no/nominatim/reverse.php?lat=66.037590&lon=13.520912

Is it the map or my configuration? :-)
