I try to create a course on a lake nearly my hometown. But I didn`t find a routing planner, that works on a lake (on the OSM-map)! Who can help me?

Please explain why you want a tool to do that and what you would expect that output to be, outside of simply drawing two lines. The later you can do with, for example, umap.openstreet.fr

Not a seaplanner, but you can use the spinoff with an focus on water to creat your own track: http://map.openseamap.org
