Burningman has changed the BRC City layout this year. They have posted a pdf of the city... but it needs to be turned 45 degrees (to true north). They have also posted (csv file) the coordinates of the four corners.

Any help on how to get it into OpenStreetMap would be greatly appreciated.

For this location I would suggest to get into contact with Mikel, who mapped many parts of the old BRC data. Also see the wiki link which I have added into your question text.

Before any of that information can be added to OSM, license compatibility would first have to be determined. There isn't any license information that I could find on burningman.com, so you'd probably have to ask them for explicit permission to use the map in OSM.
