I do research on travel patterns and would like to have access to the traces database. Is it possible to download the entire database for offline analysis? Is the database available in something like XML format?

No, the database is not available. You can only download individual GPX traces at the moment (and you are strongly advised not to attempt any scripting to download large volumes). However, there are plans to offer a file nicknamed "GPX planet" for download that could contain all those tracks that have a suitable privacy setting (see this old mailing list post and follow-up messages). These plans are on hold due to manpower and server space restrictions but politely pinging the involved parties on the dev list - or even offering help - might change things.
