There is no commonly accepted way to map reversed cone shapes yet. However, it's a good thing that you asked the question in the 3D forum – perhaps we can discuss and find a solution there. 1
I've posted the question on the forum yesterday, I'm waiting for an answer.

Hi NonnEmilia, map what you can see (from above), the outer rim of the cone shaped water tank. Use Bing to get the right diameter and move it to the right spot corresponding to the ground level. The arial is causing a wrong image, look for instance at some large or tall building in the area, the top (roof) and basement mostly don’t match. 2
But I can "see" all of it because yesterday the operator (IREN Emilia) opened the entire facility to the public and spoke to everybody about the building construction and its dimensions.

If so, you even might be able to get the right size of the cone. But keep in mind the cone covers the tall pillar completedly. Consider a building with a underground parking lot. Do you map the outside of the building or even the underground walls and use 3D ? Please read these lines as well http://wiki.openstreetmap.org/wiki/Building

NonnEmilia, sounds like the Openstreetmap 3D group over on the http://forum.openstreetmap.org may be just what is required. It is impressive to see some of the things they map and I'm sure they would drool over such form. :)
