As far as I know, there's no way to mark black points on map. I consider a black point a dangerous crossing, turn or other POI, where have been many accidents. There are institutions that have archives of this points, e.g. in Italy there's the BLACKPOINT project from ANIA.

Categories of those points may be:

  • bad road basement;
  • road protections absence;
  • poor visibility;
  • flooding possibility;
  • etc.

There should be a way to mark those kind of POI.

OpenStreetMap always tries to be objective and verifiable. This means that ideally we'd like to map stuff that is visible on the ground - for example, if there's a sign that says "caution, accident-prone junction" then it is perfectly ok to map this (if there's nothing there already, just invent something - maybe accident-prone=yes). Or if your "black points" are similarly signposted, you might invent danger=black_point or something like that.

However, if whether or not something is a "black point" is simply a matter of definition, and a junction may be a black point to a travel advocacy group but not to the local mayor etc. then it is difficult to map it - because who decides what a black point is, and who can independently verify it?

Like Frederic said, the definitions vary, from country to country and city to city. If politicians decide to change the rules there are no black points left. For instance fatal accidents (15/3y) and which accidents do you won’t to include or just bikers colliding with parking cars on a long street with minor injuries. The last one isn’t a black point but remarkable by numbers and might cause a new bike route or a pedestrian area ! So just make a tagging proposal or stick to the governmental made maps, they might collect the data to and the results are compatible with others.
