After I import .osm ( a state) to Maperitive for rendering, I am not sure which zoom level i should selected that I can use adobe illustrator editing the SVG file. Now the map seems not clear when I zoom the high level in illustrator. thanks!

If the SVG map is not "clear" when you zoom in, it probably means you've exported OSM Web tile bitmaps as SVG and not vector data.

It's hard to answer this without seeing what you've actually done. Add a sequence of your commands/steps to your question.
