How do I tag parks with a legal status lower than national?

In the US, many park boundaries are defined on a sub-national level, e.g. State Parks, State Forests and State Game Lands in Pennsylvania.

These are not leisure=nature___reserves (hunting is allowed nearly everywhere), not leisure=parks (often they just mark where public land is), and they are not boundary=national_parks (they are not managed on a national level).

How to tag these boundaries?

The wiki says "A national park is a relatively large area of land declared by a government to be set aside for human recreation and enjoyment..." so it's not the same definition of a national park within the US, but then the tag has to work for everybody.

Use:

boundary=national_park
admin_level=2

I'd use boundary=state_park. It might not be wiki-accepted, but it seems like the correct tagging to me.

If we're going that route, wouldn't it make more sense to use boundary=park and admin_level=n, analogous to administrative boundaries?
