I'm creating a map only for me, i want to create it on OSM but i dont want to upload it, i would like to make it and export it for printing.

You can locally edit a map using JOSM and render/print it using Maperitive.

You could try OpenGeoFiction, which was presented at SotM EU today. Kudos to the onsite team for making the presentation video available! It's a completely separate database from OSM "just" for the purpose of working on fictional maps.
