Which tool to use for country border editing?

I would like to fix the border of spain: the way around Gibraltar is marked as "outer" in Spain (1311341), it should however be inner (correct me if I am wrong here).

  1. So, I try with ID, but it does not allow me, the relations appear but it says "not downloaded".
  2. Potlach? When I edit Spain, Potlach opens without having Spain even focused.
  3. JOSM? How do I edit the border relations here?
