I think the instructions in question 31027 are the one to follow. You do not have to add is_in tags. Those can be computed from the position of the node or polygon. You do not have to repeat addr:city on each address node. Again this is (can be) derived from the admin boundary (multi)-polygons around the nodes and ways. |
I see you're mapping in an area in Mexico which has no administrative boundaries for municipalities; in this case, the is_in tag for a village could still be useful in my opinion. For example, for a hamlet within the boundaries of Puebla municipality, something like "is_in=Puebla de Zaragoza; Puebla; Mexico" (municipality; state; country). For the second question, consider what one would do writing the full address to send a postcard to that place, and use the tags accordingly. I think addr:city should be ok.
