Which website and map layer are you asking about? Would it be possible to use a few more words to describe your problem? On the OpenStreetMap website, the standard map layer goes up to 19, but not all others do. Is that what you are asking about, or something else?

The humanitarian-style is going to zoom level 20. In editors (like JOSM) you can also zoom further in.
