Information such as state House and Senate districts is not normally added directly to OpenStreetMap because it is not a physical feature and cannot be verified by other mappers. To create a map display, the district information could be displayed on top of OpenStreetMap tiles using a package such as OpenLayers or Leaflet and the official district boundaries obtained from the state of Tennessee. answered 13 May '14, 11:20  Mike N |
