i have a web page in which a few hundred of persons could click an state (marked with a circle) and get an id that was defined previuosly on a json file, we only use the map for reference, and the max zoom allowed is from 5 to 6, this would be called bulk usage? is allowed?

if not

what other options are available?, personally i think is a bit of overkill use that service just for that, but i was told to do so. any ideas/tutorials to do this but offline?

Have you actually read http://wiki.openstreetmap.org/wiki/Tile_usage_policy ?

"Bulk usage" is not used in the document, "bulk downloading" is, however that does not seem to be relevant to your usage model.
