Why not ask your question on the new OpenStreetMap Community Forum?

When navigating a map by dragging the mouse cursor and releasing the mouse button outside of the window, the cursor gets sticky and I'm dragging the map around, although the mouse button is already released. I have to press and release the button again to stop dragging the map around.

A better way is to stop dragging when the cursor is outside of the window, like Google Maps does.

The help site is not for reporting bugs or issues with software. I suspect that you are referring to the iD editor, please go to https://github.com/openstreetmap/iD to open an issue.

Actually, I suspect that it's Leaflet that the issue is with:

I don't know where the issue is, it's just on openstreetmap.org and just in Firefox (tested in Linux and Windows XP).
