I sell online videos for commercial ads and would like to add a picture (print) of the map of the region for these videos. Can I? What are the procedures?

Yes you can show an OSM based map within the video without big problems: http://wiki.openstreetmap.org/wiki/Legal_FAQ

You might need/want to give attribution (e.g. at the outro) but if it's just a very short sequence with OSM content, you might be ok if you add the notice at the map (or use the logo etc.). For example ITO makes videos from OSM content http://vimeo.com/2598878
