JOSM is an OpenStreetMap editor and it primary purpose is to add and edit data that permamently resides in the OpenStreetMap database. On top of that, how an object entered in the database is displayed is not controlled by JOSM at all, except in JOSM itself.

If you are looking at adding a marker (not an object) to a OSM based map because you want to mark or point something out: have a look at umap.openstreetmap.fr

In josm javadoc, there are two methods called MapMarkerCircle.paint and MapMarkerDot.paint,But I can't know what they can be used to do ?If you know ,could you tell me how to use them? thanks!!

Do you really want to customize the JOSM editor? Or do you want to display a custom marker on top of a web map?

Display a custom marker on top of a web map,I use osm map engine and it's java api.

I have no idea what "osm map engine" is and I can't find it when searching for it. But you don't need JOSM for displaying markers as already explained by Simon. JOSM is an editor for editing raw OSM data. I suggest you start a new question explaining exactly(!) what you want to do.
