It is unclear what you mean by "percentage of use". We don't know how much OSM is "used" in the world because users do not report back to us. It is also unclear what a percentage is in that context - how many % of citizens use OSM? How many % of all map views is OSM? We can't know.

In case your question is about how many % of POIs are in OSM, and in case your question concerns Italy, you could use the "taginfo" instance at http://taginfo.hanskalabs.net/ (which seems to be broken at the time of writing) to learn how many POIs of a given type are in OSM; then compare to national statistics to get an idea of the percentage.
