How does one propose/institute a change in rendering?

In this area of Coronado, California, United States of America the coastline way is overwritten by the beach and by a park. This obliterates the valuable details of the coastline way.

There are parks in my area (not just this one) which have jurisdiction on water and as such ought to be mapped. I understand that beaches ought to be drawn to the coastline but not below the high water mark. This practice ought to be changed for two reasons 1) it is important for tourist to know if there is a beach a low tide and 2) it is important for mariners to know the bottom substrate for anchoring purposes.

were there recent updates? Rendering differs from level 16 to 17.

Yes. I did make a change recently. I made a mental note to fix some things in this area on OSM and that is how I realized that there was a problem.

Well, simple. Taken aside other problems, the answer to your question is: see Mapnik: "To report bugs or graphical suggestions for the main map on the OSM website, do so at the Github issues page for the "openstreetmap-carto" style (tileservers use CartoCSS since August 2013; needs a login with a github.com account)."

However, note that coastline updates are different (much more slow) from other map feature updates.
