I use osm in MapFactor: GPS Navigation for my android phone. For my town there is not enough data, so i edit the map and add around 50 streets on www.osm.org.

How to download that map as official map of my state and use it on phone navigation?

English is not my native language so I hope you can understand what I was asking.

This depends on the app which you are using (I assume you are using an app since you mention "download"). All apps have different update cycles for their downloadable maps (downloading from the osm.org tileservers is discouraged). So look at the update cycle of your app.

I use MapFactor: GPS Navigation. If I unistal-delete map then download it again will that be update version with new streets that I have added? If not, is it possible to download it directly from www.osm.org and how?

@milangru: ask this at mapfactor (or see this other question). Instead: You could use another app (but a delay of some weeks is usual). Instead: There are some Android apps which show the map as it appears on osm.org by directly loading this map (e.g. OsmAnd has this "online maps" mode). This is not much different from viewing within a browser and okay. And this is the third option: just use your mobile phone browser and go to www.osm.org. Of course for all online maps features you need a data/internet connection.

If you want to use an other app for offline routing look for apps supporting mapsforge maps. This is an open documented vector format which you can convert yourself or download from various sources. More info: Mapsforge in our wiki

Since you use MapFactor you could have had a look how it works. Though I don't even have a smartphone I found out the following in less then a minute:
