I am looking at launching a UK based Tracker sales company to offer low cost tracking of vehicles and property

how easy would it be to use open street map as a platform to track

and would the individual customers all have to register with open streetmap on an to get the user licence?

sorry to be so vague but my technical ability lags behind my imagination

People only need to register with OpenStreetMap if they want to edit our data. Simply consuming our data does not require registration, and our data is freely available under the terms of the ODbL license.

OpenStreetMap would of course not be able to serve as "the platform to track" - you'd still have to code that yourself, receiving GPS data from the trackers, storing it in a database, displaying markers on a map and so on. But OpenStreetMap can serve as your data source for (a) displaying maps, (b) geocoding i.e. finding the coordinates for a given address and vice cersa, (c) routing. For all three of these fields, Open Source software as well as ready-made free services exist; you could use the free services initially for testing, but if you go live then you would likely be expected to use the existing free software and free data to run these services yourself.
