So I've recently been working on fixing up the boundary of Los Angeles City. It turn out that the boundaries imported in the area included separate boundaries for census-designated places (CDPs).

With the understanding that CDPs exist solely for census purposes, I've dealt with the first issue I ran into (the contiguous Ladera Heights and View Park–Windsor Hills) by eliminating the separate relations and leaving only nodes (as place=suburb) and a single boundary way. However there are likely many more similar situations, so I'd to know what people think about dealing with such cases.

This question is stongly related to country-specific tagging and practices (boundaries). I would recommend to wait until a US experienced contributor replies here or forward the question to the US mailing list https://lists.openstreetmap.org/listinfo/talk-us

You probably should bring this up on the talk-us mailing list. Way more traffic on this type of thing there than here.

Considering that OSM data is sometimes used for purposes other than routing, I would recommend leaving CDPs in place. I can conceive of uses for OSM that might need that information.

But then, that's just my opinion.
