One Answer:

Currently there are tags that describe the cell towers http://wiki.openstreetmap.org/wiki/User:!i!/telecommunication but on the ground you don't see the MNC/LAC so we can't tag them.

What you are looking for are projects like the following to lookup GSM cell ids:
